namenode -format giving permission denied error

This is for Hadoop eco system like HDFS, Map reduce, Hive, Hbase, Pig, sqoop,sqoop2, Avro, solr, hcatalog, impala, Oozie, Zoo Keeper and Hadoop distribution like Cloudera, Hortonwork etc.

namenode -format giving permission denied error

I am getting below error when doing Namenode - format.
can't create folder, permission denied

I also tried sudo start-all.sh but then also it is not working. is it permission issue?
am i missing any setting in core-site.xml file?

You can overcome this limitation by using
the
dfs.permissions.superusergroup setting in hdfs-site.xml
.
Set it to a group that Accumulo is part of (any anyone else you want to have access).
Give the name of group, "hadoop" group. The default value is "supergroup".
